The answer on 6 is Belgium. Throughout the entire war Belgium has been a neutral nation defending it's neutrality. This is why Belgium lead a different war policy then the French and British. While the Allies went � l'outrance, Belgium wanted a quick durable peace and favored a negotiated peace. (Okay, the Belgian government favored the Allied approach, but Belgium was not exactly democratic during WWI, it was more like a Royal Dictatorship.)
