Why don't people on scooters in shopping centers be held responsible for their reckless driving?

i usually do not py much mind about people who use store scooters but when they race around the store and almost run me over and are rude about their maneuvering. do you believe they should be held accountable for reckless driving? what if a little child was in the aisle while they are driving fast? what say you?
