Bioshock Dr. Steinman Josef Mengele Question?

Im a big fan of bioshock and i was recently watching a documentary on Josef Mengele a Nazi doctor. I was wondering if he inspired Dr. Steinman in the game the have many similarities: they both performed inhumane experiments without drugs so the patient suffered, Steinman is a jewish name so it would also be related to Josef, many people thought they were both mad, obsessed with the anatomy of humans, etc. so i know the games a little old but i wanna know if this was done purposely or a random coincidence so could someone please answer this question, thanks!
